a water main broke early this morning just off sir francis drake boulevard in greenbrae. when they stopped the flow, thirteen homes lost water service. repair crews are now digging up the asphalt to get to the broken line. traffic is re- routed around the area just west of highway 101. surveillance video captured a man trying to kidnap a 13-year- old girl as she walked to school in san jose. it happened on 33rd and st. james street last friday morning. he's described as hispanic between 25 and 35 years old... about 5 foot 10 with black hair, brown eyes and a mustache. the teen fought hard and was able to break free. the suspect also got away before neighbors in the area came out to help. two hours from now, governor jerry brown delivers his state of the state address at the state capitol. tax hikes he won in november are easing the state's budget problems. so brown's speech is expected to include his vision for the state. he's likely to talk about overhauling the school finance system, upgrading water delivery systems, and building high- speed rail. 5: traffic and weather

crews are rushing to restore water to a greenbrae neighborhood. cbs 5 reporter anne makovec is live where a water main break is having an impact on the commute. she intersects behind me is closed -- the intersection behind me is closed at alisio, the only traffic impact is here o alisio. the water main broke open around 2:15 a.m. and water was spewing several feet in the air at the rate of 1500 gallons a minute for about an hour and a half. the drainage around here is in good working order so no flooding to report. the fire department shut off the water and it's still off this morning for 13 homes as crews try to fix the mess. >> the water district will dig out the asphalt and fix the pipe and then put the asphalt back. >> reporter: that's going to take a few hours. check the damage to the asphalt here on alisio drive. again, traffic has been rerouted around this particular intersection. the water department is set to be here at 6:30 this morning. for the homes without water now they will probably be that way until after noon. live in green bay, a
